{"id":471,"date":"2020-12-07T18:25:53","date_gmt":"2020-12-07T15:25:53","guid":{"rendered":"https:\/\/3keys.k2d.ru\/?page_id=471"},"modified":"2023-08-29T23:13:12","modified_gmt":"2023-08-29T20:13:12","slug":"supply-chain","status":"publish","type":"page","link":"https:\/\/3keys.com\/es\/expertise\/regulations\/pharma\/supply-chain\/","title":{"rendered":"Farmac\u00e9uticas (Rusia)"},"content":{"rendered":"<p><\/p>\n<p>2019 July 1:\u00a0registration of pharmacies and medical institutions commenced in the Chestnyy ZNAK system for medications from the list of high-cost nosologies.<\/p>\n<p>2019 October 1: serialisation became mandatory for medications in the list of high-cost nosologies.<\/p>\n<p>2020 July 1: serialisation became mandatory for all pharmaceutical products.<\/p>\n<p>2020 November 2: the declaratory mode of MDLP operation.<\/p>\n<h2>Russian T&amp;T regulations for pharmaceutical<\/h2>\n<div class=\"column\">\n<div class=\"regulations--scheme--number\">\n<h4 class=\"scheme--number--digit\">1.<\/h4>\n<div class=\"scheme--number--description\">\n<p>The manufacturer places an order for unique serial numbers with crypto codes for each produced trade item (SKU) based on the production plan. The serial numbers and crypto codes are emitted by the OMS CRPT system and provided to L3 system when ready.<\/p>\n<\/div>\n<\/div>\n<div class=\"regulations--scheme--number\">\n<h4 class=\"scheme--number--digit\">2.<\/h4>\n<div class=\"scheme--number--description\">\n<p>These serial numbers are encoded to Data Matrix codes and applied to individual consumer packages. This process makes them serialized. The packages are placed into cases and other forms of containers &#8211; then further aggregated into pallets. Each level of a container is labeled with unique SSCC codes assigned by the manufacturer. Codes are associated in a parent\/child structure. Based on this information utilization report is submitted to OMS. The OMS system sends a 10311 message with the same content to the MDLP system.<\/p>\n<\/div>\n<\/div>\n<div class=\"regulations--scheme--number\">\n<h4 class=\"scheme--number--digit\">3.<\/h4>\n<div class=\"scheme--number--description\">\n<p>Once quality control procedures are completed, and lot data is registered in AIZ RZN, the batch release is reported to MDLP with 313 \u00abRegister product emission\u00bb message.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"column\">\n<div class=\"regulations--scheme--number\">\n<h4 class=\"scheme--number--digit\">4.<\/h4>\n<div class=\"scheme--number--description\">\n<p>Internal movements are reported to MDLP via 431 \u00abMove place\u00bb message when dispatch is registered.<\/p>\n<\/div>\n<\/div>\n<div class=\"regulations--scheme--number\">\n<h4 class=\"scheme--number--digit\">5.<\/h4>\n<div class=\"scheme--number--description\">\n<p>At any given point in the supply chain, the product aggregation can change. When this happens, it is reflected in the repository and reported to MDLP with a combination of 91x series messages. Likewise, products can be written-off for various reasons, such as damages, shortages, etc., and reported using the 552 \u00abwithdrawal\u00bb report.<\/p>\n<\/div>\n<\/div>\n<div class=\"regulations--scheme--number\">\n<h4 class=\"scheme--number--digit\">6.<\/h4>\n<div class=\"scheme--number--description\">\n<p>The sales process will be reported to MDLP via 415 \u00abMove order\u00bb message along with aggregation when dispatch is registered, and pricing data is available in the system.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"column\">\n<div class=\"regulations--scheme--number\">\n<h4 class=\"scheme--number--digit\">7.<\/h4>\n<div class=\"scheme--number--description\">\n<p>Wholesaler confirms receipt (direct accept) by sending a 701 \u00abaccept\u00bb message. The wholesaler can also reject the full pr partial shipment with a 252 \u00abrefusal receiver\u00bb message.<\/p>\n<\/div>\n<\/div>\n<div class=\"regulations--scheme--number\">\n<h4 class=\"scheme--number--digit\">8.<\/h4>\n<div class=\"scheme--number--description\">\n<p>Once the wholesaler confirms receipt (in case of direct accept), the confirmation will be received on the dispatch side.<\/p>\n<h2>\u00a0Russian T&amp;T regulations for pharmaceutical import<\/h2>\n<div class=\"column\">\n<div class=\"regulations--scheme--number\">\n<h4 class=\"scheme--number--digit\">1.<\/h4>\n<div class=\"scheme--number--description\">\n<p>The product MAH generates serial numbers based on the production plan, orders, and retrieves crypto codes from the CRPT OMS system. The serial numbers are passed to the production site (own production or CMO).<\/p>\n<\/div>\n<\/div>\n<div class=\"regulations--scheme--number\">\n<h4 class=\"scheme--number--digit\">2.<\/h4>\n<div class=\"scheme--number--description\">\n<p>The serial numbers and crypto codes are encoded as GS1 DataMatrixes and applied to the individual end-consumer packages. The packages are aggregated to cases and then to pallets, each of them labeled with a unique SSCC bar code. Once the production order is closed (or after batch release), the full hierarchy of codes is passed to the T&amp;T repository. The list of serialized consumer packages is reported back to OMS along with the batch and expiration date information. The OMS system sends a 10319 message with the same content to the MDLP system.<\/p>\n<\/div>\n<\/div>\n<div class=\"regulations--scheme--number\">\n<h4 class=\"scheme--number--digit\">3.<\/h4>\n<div class=\"scheme--number--description\">\n<p>During the quality control process (as well as during further logistics processes) certain packages can be identified as not permitted for further sales and are reported to MDLP system via the 552 \u00abwithdrawal\u00bb message.<\/p>\n<\/div>\n<\/div>\n<div class=\"regulations--scheme--number\">\n<h4 class=\"scheme--number--digit\">4.<\/h4>\n<div class=\"scheme--number--description\">\n<p>**During the dispatch process, when the serialized pallets, cases (or individual packages) are loaded and shipped to Russia &#8211; either from the production facility or a distribution center &#8211; each top-level serial number is scanned and reported to the T&amp;T repository. The full hierarchy is reported to MDLP by the MAH via the 915* \u00abmulti-pack\u00bb message, followed by a 331 \u00abforeign shipment\u00bb message, which specifies the Russian importer as the receiving party. The importer is notified of the shipment via MDLP by the 613 \u00abForeign shipment notification\u00bb. The receiver can retrieve the full hierarchy of serial numbers packed inside the reported SSCCs from MDLP if needed.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"column\">\n<div class=\"regulations--scheme--number\">\n<h4 class=\"scheme--number--digit\">5.<\/h4>\n<div class=\"scheme--number--description\">\n<p>**Upon receiving the shipment at the customs warehouse, the importer scans the items and compares the serial numbers with the ones received via the 613 notification. The importer confirms the shipment via a 701 \u00abaccept\u00bb notification, or rejects all or part of the serial numbers via a 252 \u00abRefusal receiver.\u00bb<\/p>\n<\/div>\n<\/div>\n<div class=\"regulations--scheme--number\">\n<h4 class=\"scheme--number--digit\">6.<\/h4>\n<div class=\"scheme--number--description\">\n<p>The importer, or the customs broker, submits a customs declaration (GTD) to the Federal Customs Service. The GTD includes a list of unique container codes. The Federal Customs Service verifies the codes with MDLP and clears the shipment.<\/p>\n<\/div>\n<\/div>\n<div class=\"regulations--scheme--number\">\n<h4 class=\"scheme--number--digit\">7.<\/h4>\n<div class=\"scheme--number--description\">\n<p>The importer reports the 335 \u00abFTS data\u00bb to MDLP with a list of cleared SSCC and the GTD number. MDLP verifies the information with the Federal Customs Service. If any serialized items have been sampled at the customs warehouse, such items are reported to MDLP via the 552 \u00abwithdrawal\u00bb message. The appropriate combination of 91x messages is used to reflect the hierarchy changes in MDLP.<\/p>\n<\/div>\n<\/div>\n<div class=\"regulations--scheme--number\">\n<h4 class=\"scheme--number--digit\">8.<\/h4>\n<div class=\"scheme--number--description\">\n<p>The products are moved from the customs warehouse to the importer&#8217;s warehouse or 3PL location. This movement is reported to MDLP via a 341 \u00abReceive importer\u00bb report.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"column\">\n<div class=\"regulations--scheme--number\">\n<h4 class=\"scheme--number--digit\">9.<\/h4>\n<div class=\"scheme--number--description\">\n<p>The quality control certifies that the imported batch can be released to the market and enters the data into AIS RZN system.<\/p>\n<\/div>\n<\/div>\n<div class=\"regulations--scheme--number\">\n<h4 class=\"scheme--number--digit\">10.<\/h4>\n<div class=\"scheme--number--description\">\n<p>The top-level serialized containers are reported to MDLP as being introduced to circulation via the 342 \u00abRelease in circulation,\u00bb referencing the document number reexported to AIS RZN. The MDLP verifies the data with AIS RZN, and the goods are made available for further sale within the local supply chain.<\/p>\n<p>* 915 can also be reported at any earlier stage, in which case any further aggregation changes need to be reported separately.<\/p>\n<p>**(4) and (5) describes the \u00abdirect acceptance\u00bb process. The \u00abreverse acceptance\u00bb process is also available, in which case the receiver (importer) retorts the 332 \u00abforeign import message,\u00bb and the product MAH confirms the shipment via the 701 \u00abaccept\u00bb message.
